Title VI Fact Sheet
What is Title VI?
Title VI is the designation of the portion of the federal law that addresses Native American and Alaskan Native students’ academic success. The mission of the Office of Indian Education is to support the efforts of local educational agencies, Indian tribes and organizations, postsecondary institutions, and other entities to meet the unique educational and culturally related academic needs of American Indians and Alaska Natives so that these students can achieve to the same challenging state standards as all students.
Who qualifies for services under Title VI?
All Native American and Alaskan Native students enrolled in Public Schools must complete a Title VI Student Eligibility Certification form to be eligible for services.
What is the definition of Native American and Alaskan Native?
For eligibility purposes, an Indian is defined as any individual who is:
- a member (as defined by the Indian tribe or band) of an Indian tribe or band, including those Indian tribe or bands terminated since 1940, and those recognized by the State in which the tribe or band reside; or
- a descendent in the first or second degree (parent or grandparent) as described in (1); or
- considered by the Secretary of the Interior to be an Indian for any purpose; or
- an Eskimo or Aleut or other Alaska Native; or
- a member of an organized Indian group that received a grant under the Indian Education Act of 1988 as it was in effect October 19, 1994.
How will my student benefit from this project?
This program will provide academic supports to help students be successful in Math and Reading. The program will also provide families with district and community wraparound social support services.
Who is funding this project?
This project is funded by the U.S. Department of Education Office of Indian Affairs.
What is the purpose?
The purpose of the program is to provide support for the unique academic and social service needs of the district’s Native American and Alaskan Native students to ensure academic achievement, graduation and post-secondary opportunities.
What are the goals?
- Increase the percentage of American Indian and Alaskan Native students in grades four and eight who score at or above the basic level in reading on the National Assessment of Educational Progress (NAEP)
- Increase the percentage of American Indian and Alaskan Native students in grades four and eight who score at or above the basic level in mathematics on the NAEP
- Increase the percentage of American Indian and Alaska Native students in grades three through eight meeting State performance standards by scoring at the proficient or the advanced levels in reading and mathematics on State assessments.
- Improve the difference between the percentage of American Indian and Alaskan Native students in grades three through eight at the proficient or advanced levels in reading and math on state assessment and the percentage of all students scoring at those levels
- Increase the percentage of American Indian and Alaska Native students who graduate from high school
What are the objectives?
- Increase graduation focusing on attendance, math intervention, reading intervention, PRE-AP placement, and EOC exam prep
- Provide project staff access to professional development which encourages multi-cultural sensitivity and education with regards to this population
- Create and implement systems to improve the self-identification of the Native American and Alaskan Native students within HCPS to enhance service delivery
- Create and implement systems to improve the prescriptive academic support and linkages to district and community wraparound social support services as necessary to provide for the unique needs of this population
- Create web-based information portal/access for Title VI programs on the district website
What is the Parent Advisory Committee?
The Parent Advisory Committee is comprised of Native American and Alaskan Native parents. This committee serves to advise project composition, review ideas, and give feedback as to what may benefit the families serviced.
