The School Board of Hillsborough County, Florida, met in Workshop Session Tuesday, June 26, 2018, at 9 a.m., in the School Board Auditorium, 901 East Kennedy Boulevard, Tampa, with Superintendent Jeff Eakins, and Board Members Lynn L. Gray, Sally Harris, Tamara P. Shamburger, Melissa Snively, Cindy Stuart (arrived 9:18), and Susan Valdes present.  Chair Sally Harris presided.

Chair Harris called the meeting to order at 9:00 a.m.


(1)Fiscal Year 2018/2019 Budget Workshop 


This workshop was held to give the Board an overview of the 2018/2019 budget.


Gretchen Saunders, Chief Financial Officer, provided a brief overview.


Superintendent Eakins, welcomed everyone and updated the Board on the District’s financial growth over the last three years.

  • Three years ago we were spending $130 million more in revenue than was coming in 
  • During 2016-2019, 1900 positions were eliminated
  • Currently, staffing levels are at the lowest level since prior to 2010 and we are still providing quality service to our students
  • Administrative positions have been reduced by 22 percent

Gretchen Saunders presented a PowerPoint highlighting: 

  • June 30, 2018 estimated ending budget
  • Projected budget for 2018/2019 
  • Total new money for 2018/2019 
  • New expenses for 2018/2019 
  • General Fund Balance 
  • Next Steps 
  • Calendar of events 
  • Revenue – Capital Outlay Fund
  • Projected Capital Outlay Revenue 

General Discussion: 

  • The possibility of a balanced budget is becoming more of a reality
  • Continue to advocate for funding 
  • Monitor class size 
  • All unit requests are a reviewed by a unit review committee
  • Achievement School Principals were asked submit a site plan to the Superintendent 
  • Continue to have open discussions regarding our finances
  • Bring finance committee meeting information to School Board meetings
  • Finite projections with transforming for the future
  • Research potential strategies to enhance what we do not receive from impact fees
  • Contingency plan in the event a referendum is not on the ballot and/or passed
