The School Board of Hillsborough County, Florida, met in special called session Thursday, June 28, 2018, at 12:30 p.m., in the School Board Auditorium, 901 East Kennedy Boulevard, Tampa, with Superintendent Jeff Eakins, and Board Members Lynn Gray, Sally Harris, Tamara Shamburger, Melissa Snively, Cindy Stuart, and Susan Valdes present.  Chair Sally Harris presided.

Call to Order:  Meeting called to order at 12:33 p.m.

Motion by Mrs. Stuart, second by Mrs. Gray, to adopt the agenda.  Motion unanimously carried.

Motion by Mrs. Snively, second by Mrs. Gray, to pull item 12.01R1 for a separate vote.  Motion unanimously carried.

Motion by Mrs. Stuart, second by Mrs. Valdes, to Approve a Resolution Containing Potential Referendum Language to Permit OPPAGA to Begin Audit Process at No Cost to District (Revised - Executive Summary Added).  Motion carried with Mrs. Snively opposed.

Motion by Mrs. Valdes, second by Mrs. Gray, to appoint Heather Holloway, currently Assistant Principal for Student Affairs at Walker Middle Magnet School, to the Principal of Walker Middle Magnet School, effective July 1, 2018.  Motion unanimously carried.

Approve the Administrative Appointment of the Principal of Spoto High School (Chief of Schools)

Motion by Mrs. Valdes, second by Mrs. Gray, to appoint Glennis Perez, currently the Assistant Principal for Curriculum at Brandon High School, to the Principal of Spoto High School, effective July 1, 2018.

Motion unanimously carried.

Motion by Mrs. Stuart, second by Mrs. Valdes, to Approve the Administrative Appointments/Transfers effective July 1, 2018.  Motion carried unanimously.

Motion by Mrs. Snively, second by Mrs. Gray, to continue item C 4.02a to another Special Called Board meeting or the July 17, 2018, School Board meeting.  Motion failed four to one with Mrs. Snively in favor.

Discussion:

  • Does not agree with the current process of leadership transfers
  • Request process to be planned strategically provided with adequate notice
  • Critical timing due to grades released on Wednesday, June 27, 2018
  • Required by State Board of Education to make changes
  • Lack of community members input of concerns
  • Expediency at the risk of transparency concern with 24-hour notice of transfers
  • Three years is not the benchmark for low performing schools
  • Community leaders and parents need to be involved with principal changes
  • School Board constitutionally limited on ability to not approve appointments Superintendent recommends
  • Superintendents responsibility to transfers leaders where needed for success
  • Expertise and dedication needed of principals to accept transfers requested by Superintendent
  • Commitment to Hillsborough County students
  • Appreciative of principals stepping up to benefit students/families
  • School Board may only vote against appointments if you can identify employee is not qualified for position
  • Lack of communication for sake of expediency
  • Concern with process not qualification of employees being transferred
  • Grades were released two weeks earlier than expected
  • Clarification of schools with released grades
  • Informal rule by State Board of Education to remove principals of failing schools
