The School Board of Hillsborough County, Florida, met in Workshop Session Tuesday, September 4, 2018, at 9 a.m., in the School Board Auditorium, 901 East Kennedy Boulevard, Tampa, with Superintendent Jeff Eakins, and Board Members Lynn L. Gray, Sally Harris, Melissa Snively, Cindy Stuart, and Susan Valdes (arrived 9:24 a.m.) present.  Chair Sally Harris presided.

Board Members absent from today’s workshop were: April Griffin and Tamara Shamburger

Approximately 15 people were in the audience, including other school district personnel.

Chair Harris called the meeting to order at 9 a.m.

(1)   School Board Policies

This workshop was held to provide the Board with a review of current policies, in addition to proposed policy updates.

Superintendent Eakins made brief comments and turned the workshop over to Kristin Davis, Department Manager, Policy and Research.

Kristin Davis explained she would be covering 20 policies, 15 policies are revisions, and five are new policies.

New Policy # TBD - Religious Expression in Public Schools

  • Reflection of a mandatory statute
  • Policy number not identified as it effects students and staff
Comments
  • Consider combining with policy #8800
  • Would like to see the policy and procedure align with community development
  • Create a link to the process

Revision - #0111 – Bylaw – Name

  • Revised the name of the School Board

New Policy # 1700 - Research Requests

Comments

  • Concerns about privacy laws being violated
  • Consider a procedure not a policy

Revision Policy # 2510 – Use of State Instructional Materials Allocation for the Selection, Adoption, and Purchase of Instructional Material

Comments

  • Coversheet with rationale would be helpful
  • Concern regarding number of days in the policy

Revision Policy #2800 – Elevate Schools

Harrison Peters, Chief of Schools, and Tricia McManus, Assistant Superintendent Leadership, Professional Development and School Transformation

  • Change name from Elevate Schools to Achievement Schools
  • Updated policy for clearer interpretation

Comments

  • Create a link to behavior support system
  • Add strategic support to definitions
  • Principal needs to have a right of refusal in hiring a teacher
  • What are we doing to remediate?

Revision Policy #3310 -  Freedom of Speech in Non-Instructional Settings

  • Change name to Freedom of Speech Outside of the Workplace

New Policy #4310 – Freedom of Speech Outside of the Workplace

  • Consistency in how we refer to employees i.e. Employees, instructional, or non-instructional consistent.

Revision Policy #6144 – Investment and Cash Management

  • Crossing the line directing the Superintendent to hire
