Tuesday, November 20, 2018

The School Board of Hillsborough County, Florida, met in regular session Tuesday, November 20, 2018, at 10 a.m., in the School Board Auditorium, 901 East Kennedy Boulevard, Tampa, with Superintendent Jeff Eakins, and Board Members Lynn Gray, April Griffin, Sally Harris, Tamara Shamburger, Melissa Snively and Cindy Stuart present.  Chair Sally Harris presided.

Sally Harris presided until the reorganization and the chairmanship was turned over to Tamara Shamburger.

Approximately 85 people were in the audience, including other school district personnel.

Call to Order:  Meeting called to order at 10:03 a.m.

Moment of Silence and Pledge of Allegiance:  Moment of silence followed by Vice Chair Shamburger leading in the Pledge of Allegiance. 

Reorganization of the Board:

Vice Chair Shamburger recognized the leadership of outgoing Chair Harris.   A copy of the resolution and gifts were presented to Chair Harris for her service.

WHEREAS, Mrs. Sally A. Harris has completed her term as Chair of the School Board of Hillsborough County, Florida, and

WHEREAS, Mrs. Harris’ passion for collaboration and shared vision has been a positive force for our students, staff, and School Board, and

WHEREAS, Mrs. Harris championed a range of causes for children during her tenure, particularly the vital need for effective early childhood education to serve as a foundation for future learning, and

WHEREAS, Mrs. Harris brought the connection between our military community and our schools even closer together, maintaining a strong focus on the needs of students from military families and recognizing the power of our military neighbors to join in the process of educating and inspiring all our students, and

WHEREAS, Mrs. Harris delivered a sincere enthusiasm for education that lifted up the work of others, inspired further successes, and brought needed attention to a broad range of important programs and initiatives, and

WHEREAS, Mrs. Harris passionately advocated for all children, from all backgrounds, showing her commitment to Preparing Students for Life by helping develop the supports each student needs to reach his or her individual goals and become the best possible version of themselves, and

WHEREAS, students, district employees, and our community honor Mrs. Harris for her deep and abiding concern for the educational needs of students,

NOW, THEREFORE, BE IT RESOLVED that the School Board of Hillsborough County, Florida, deems it fitting and proper to publicly recognize the distinguished contributions of

SALLY A. HARRIS

 

and to express its great appreciation to Mrs. Sally A. Harris for her efforts and work as a Chair of the School Board of Hillsborough County for 2017–2018.

BE IT FURTHERED RESOLVED, that a copy of this resolution be certified by the Superintendent of Schools of Hillsborough County, Florida, and be immediately presented to Mrs. Sally A. Harris.

BE IT FURTHERED RESOLVED, that a copy be placed in the minutes, and said page dedicated to Mrs. Sally A. Harris and a copy of this resolution be made available to the public.

ADOPTED this 20th day of November, 2018

Motion by Mrs. Stuart, second by Mrs. Griffin, to Adopt the Resolution.  Motion unanimously carried.

Judge Chris Nash administered the oath of office for Melissa Snively, District 4, and Stacy Hahn, District 2.  Judge Robert Bauman administered the oath of office for Steve Cona, District 1.  Judge Lawrence Lefler administered the oath of office for Karen Perez, District 6.

Comments made by Mrs. Snively, Mr. Cona, Mrs. Hahn, Mrs. Perez, Mrs. Gray, Mrs. Stuart and Superintendent Eakins.

Jim Porter, School Board Attorney, explained the process for the election of the Chair and Vice Chair pursuant to Florida Statutes.  Superintendent Eakins acted as Chair and conducted the election of Chair and Vice Chair.

Superintendent Eakins opened the floor for nominations for Chair.  Mrs. Shamburger was nominated.

Superintendent Eakins closed the nominations for Chair.

Mrs. Shamburger was elected Chair by acclamation.

Superintendent Eakins asked for nominations for School Board Vice Chair.  Mrs. Snively and Mrs. Stuart were nominated.

Vote was taken by ballot.  Mrs. Snively was elected as Vice Chair.

School Board meeting recessed at 10:49 a.m.

School Board meeting reconvened at 11:00 a.m.

Authorize Annual Meeting of the Hillsborough School Board Leasing Corporation for Certificates of Participation Program (Business Services Division)

John Stokes, Bond Counsel, Nabors, Giblin and Nickerson explained why the Hillsborough School Board Leasing Corporation is required to meet yearly to appoint new officers.

School Board meeting recessed and the School Board Leasing Corporation convened at 11:02 a.m.

Mr. Stokes explained the Corporation’s By-Laws are required for the Board of Directors of the Corporation to conduct an annual meeting on the same date as the annual School Board Reorganization meeting.

Mrs. Shamburger, Vice Chair/President of the Corporation, recommended the appointment of the current members of the School Board as the Board of Directors of the Leasing Corporation.

Motion by Mrs. Stuart, second by Mrs. Gray, to appoint current School Board members as the Board of Directors of the Leasing Corporation.  Motion unanimously carried.

Motion by Mrs. Stuart, second by Mr. Cona, to appoint Chair Shamburger, as Chair/President of the Leasing Corporation, Vice Chair Snively, as Vice Chair/Vice President of the Leasing Corporation, and Superintendent Jeff Eakins as Secretary/Treasurer of the Leasing Corporation.  Motion unanimously carried.

School Board Leasing Corporation adjourned and School Board meeting reconvened at 11:04 a.m.
