Tuesday, February 12, 2019

The School Board of Hillsborough County, Florida, met in Workshop Session Tuesday, February 12, 2019, at 9 a.m., ROSSAC in conference room 212D, 901 East Kennedy Boulevard, Tampa, with Superintendent Jeff Eakins, and Board Members Steve Cona, Lynn L. Gray, Stacy Hahn, Tamara P. Shamburger, Melissa Snively, and Cindy Stuart (arrived 9:16 a.m.) present.  Chair Tamara Shamburger presided.

Board Members absent from today’s workshop were: Karen Perez 

Others present:

Approximately 10 people were in the audience, including other school district personnel.

Chair Shamburger called the meeting to order at 9:13 a.m.

(1)   New School Board Agenda Process

This workshop was held to provide School Board members with information regarding a new agenda process, effective February 19, 2019.

Superintendent Eakins outlined how the new process will work.

The agenda will consist of six sections:

  • Recognitions and Proclamations (Section A)
  • Consent Agenda (Section B)
  • Regular Agenda (Section C)
  • Consent Agenda Items Removed for Separate Vote (Section D)
  • Hearings on Policy or Business (Section E)
  • Board and Superintendent Comments (Section F)

Recognitions and Proclamations

  • Short presentation by staff or Superintendent, discussion and vote on each proclamation

Consent Agenda

  • All agenda items will be initiated as a consent agenda item
  • Consent agenda items are routine items
    • Consent agenda will be approved at the beginning of the meeting with discussion and one vote

Regular Agenda

  • Administrative appointments
  • Financial Budget amendments
  • Controversial agenda items
  • High dollar agenda items
  • Items moved to regular agenda will be determined by the Superintendent and Chair
  • Short presentation by superintendent or staff (less than two minutes)
  • Board will discuss vote on each regular agenda item separately

Consent agenda items removed for separate vote

  • Reserved for agenda items board members feel should be voted on separately

Superintendent and Deputy Superintendent, Instruction and Deputy Superintendent, Operations will meet one-on-one with each board member to review the agenda, answer any questions.

Audience comments will begin at 3:30 p.m. with all speakers having three minutes

Board meeting will begin at 4 p.m.

Employee input will remain at 6 p.m.

Workshops will be held on board meeting days 10 a.m.-12 p.m. and will consist of:

  • Information items
  • Suspended agenda
  • Workshop topic

Chair would like for the Board to meet briefly immediately following the February 19 School Board meeting to debrief on the new process. 

General Discussion:

  • Board must be disciplined for this process to work
  • Process designed to make the Board and agenda process more transparent
  • Superintendent’s goal is to answer all questions during one-on-one with Board Members
  • Important for constituents to know where board members stand on certain items
  • Board members support the new agenda process
  • Better organization and a more efficiently run meeting
  • New process provides time for superintendent and board to have conversations at the dais
  • Board member should notify superintendent if they are pulling an item at the last minute
    • Should be a very rare situation
    • This will happen while the Chair is reading the items removed from the consent agenda.
  • Superintendent will notify board members why an item is withdrawn at the last minute
  • Discussion/comments on items on the consent agenda will happen during the approval process
  • Board comments are very important, board members are asked to use their time wisely
