The School Board of Hillsborough County, Florida, met in Workshop Session Tuesday, February 19, 2019, at 10 a.m., in ROSSAC, Conference room 212D, 901 East Kennedy Boulevard, Tampa, with Superintendent Jeff Eakins, and Board Members Steve Cona, Lynn L. Gray, Stacy Hahn, Karen Perez, Tamara P. Shamburger, Melissa Snively, and Cindy Stuart present.  Chair Tamara Shamburger presided.

Approximately 15 people were in the audience, including other school district personnel.

Chair Shamburger called the meeting to order at 10:03 a.m.

Board Committee Minutes

The following committee minutes were distributed to board members:

  • August 8, 2018 – Investment Advisory committee meeting
  • October 18, 2018 – Board Finance committee meeting

Chair Shamburger welcomed everyone and turned the workshop over to Superintendent Eakins.

Information Items

Superintendent indicated there were no information items for this workshop, Gretchen Saunders, merged her information item with an agenda item currently being presented at today’s School Board meeting.

Suspended Agenda

Superintendent Eakins provided an update the following items:

  • #7 – Turnaround Schools Status Updates & Achievement School Updates
  • #8 – HCPS Sponsorship Updates
  • #10 – Mental Health Plan for the Use of Mental Health Assistance Allocation
  • #13 – Progress on the rebuild of Tampa Heights Elementary School (formerly Lee Elementary School) update provided by, Chris Farkas, Deputy Superintendent, Operations updated the Board on:
  • #14 – School Board Policies:
    • Teacher recruitment and retention
    • Fiscal decisions that reduce expenditures and increase general fund balances
    • Expansion of Career and Vocational curriculum and opportunities
  • #15 – Budget updates:
    • School hardening
    • Security officers
    • Mental health funding 2017/2018 and 2018/2019 as a result of the Marjory Stoneman Douglas High School Public Safety Act legislation

Discussion:

  • Request for the superintendent to provide board members updates prior to workshop
  • Request for the superintendent to provide board members a comprehensive report on items one and four on the suspended agenda
  • Request for summation report for the board to make a decision and possibly remove the following items from the suspended agenda:
    • #2 – Outreach and School Improvement Division
      • Rationale – this division no longer exists
    • #3 – Hillsborough Virtual School Expansion
    • #6 – REMA reimbursement – re Hurricane Irma
      • Rationale – funds are slow coming in
    • #11 – Mental Health Plan for the use of the Mental Health Assistance Allocation
    • #12 – Surplus property

Once the summation report is submitted, the Board will discuss and move forward with making a decision as to whether to move these items off the suspended agenda

            Self-Funding Health Insurance

This workshop was held to provide the Board an overview of the self-funding health insurance process.

Tracy Schatzberg, General Manager, Employee Benefits, introduced representatives from Aon Hewitt, Lorrie Penley, Vice President; Angela Burt, Assistant Vice President; and Amanda Brooke Kross, Actuary, who presented a PowerPoint outlining the advantages and disadvantages of self-funding insurance.

  • Fully-insured vs self-insured
  • Self-funded financial projection
  • Individual Stop Loss (ISL)
  • Florida Code Section 112.08 requirement
  • Definitions of self-insured programs
  • Board policy addressing reserves
  • Self-insured analysis
  • Fully insured vs self-funded responsibilities

General Discussion:

  • Gibson Consulting recommended we do this back in 2015/2016
  • Are we stable enough financially to switch to self-funded insurance?
  • Concern regarding the quality of health insurance that would be provided
  • Want to ensure the money we would save will be passed on to our employees
  • Suggested we have an insurance committee, working task force, or another workshop
