The School Board of Hillsborough County, Florida, met in Workshop Session Tuesday, March 12, 2019, at 10 a.m., ROSSAC, conference room 212D, 901 East Kennedy Boulevard, Tampa, with Superintendent Jeff Eakins, and Board Members Steve Cona, Lynn L. Gray (arrived 10:26 a.m.), Stacy Hahn, Karen Perez, Tamara P. Shamburger, Melissa Snively (arrived 10:06 a.m.), and Cindy Stuart (arrived 10:15 a.m.) present.  Chair Tamara Shamburger presided.

Approximately 15 people were in the audience, including other school district personnel.

Chair Shamburger called the meeting to order at 10 a.m.

Board Committee Minutes

The following committee minutes were distributed to board members

  • March 7, 2019 – Investment Advisory Committee

Suspended Agenda

Superintendent Eakins updated the Board on items discussed at February 19, 2019, School Board workshop.  Board Members requested a final report from staff for their review.  Upon final review of requested items an agenda item will be brought to the Board for a vote to remove items from the suspended agenda.

#7 – Turnaround Schools Status update & Achievement Schools update

#10 – Updates on Mental Health Plan for the Use of the Mental Health Assistance Allocation

  • First annual Sandy Hook Regional Student Training being held on Wednesday, March 27, 2019 at Wharton High School.  This will be the first in the state of Florida.
  • The District-Behavior Threat Assessment Team meets monthly and is comprised of staff from, Student Services; Security and Emergency Management; Administration; Exceptional Student Education; and Teaching and Learning.
  • Clinicians have started collaborating with school’s threat assessment teams to meet and address current protocols and procedures.
  • Continue community presentations on the mental health plan.

(1)   Achievement Schools (Leadership, Professional Development, and School Transformation)

Superintendent Eakins gave a brief overview.

Tricia McManus, Assistant Superintendent, presented a PowerPoint updating the Board on current plans for implementation of the Achievement Schools model of support for chronically underperforming schools.

Four Domains of Rapid School Improvement

  • Turn Around Leadership
    • Prioritize improvement and communicate its urgency
    • Monitor short- and long-term goals
    • Customize and target support to meet needs
  • Talent Development
    • Recruit, develop, retain, and sustain talent
    • Target professional learning opportunities
    • et clear performance expectations
  • Instructional Transformation
    • Diagnose and respond to student learning needs
    • Provide rigorous evidence-based instruction
    • Remove barriers and provide opportunities
  • Culture Shift
    • Build a strong community intensely focused on student learning
    • Solicit and act upon stakeholder input
    • Engage students and families in pursuing education goals

The Four Domains of Rapid School Improvement was selected based on years of research related to successful school turnarounds. 

General Discussions included:

  • Screening for principals of achievement schools
  • District-wide data meetings helping teachers understand how their teaching
  • Culture shifts and communication
  • Board needs to show a cohesive team
  • Achievement school process will be ongoing
  • External Operator
    • Three schools are currently working with the external operator
  • Strength of the leadership pipeline
