Tuesday, July 16, 2019

The School Board of Hillsborough County, Florida, met in Workshop Session Tuesday, July 16, 2019, at 9 a.m., ROSSAC in conference room 212D, 901 East Kennedy Boulevard, Tampa, with Superintendent Jeff Eakins, and Board Members Steve Cona, Lynn L. Gray, Stacy Hahn, Karen Perez, Tamara P. Shamburger, Melissa Snively, and Cindy Stuart present.  Chair Tamara Shamburger presided.

Approximately 10 people were in the audience, including other school district personnel.

Chair Shamburger called the meeting to order at 10 a.m.

Superintendent Eakins made brief remarks.

Suspended Agenda

Superintendent Eakins updated the Board on the following items:

  • Superintendent Eakins will provide an update on the following items at today’s Board meeting:
    • #2 - Turnaround Schools Status Updates & Achievement School Updates
    • #4 - Updates on the Mental Health Plan for the Use of the Mental Health Assistance Allocation

  • Update on referendum
    • Parent newsletters, newspaper advertisements
    • Banners for schools letting the community know what’s happening at their school
  • Copy of Communication Plan
  • Flyer with School and District Level Referendum results
  • Article from Tampa Bay Parenting

Workshop Topics

(1)   School Board Policies (Government Relations)

School Board members and staff will review and discuss proposed policy updates.

The following policies were revised or added as a new policy:

Policy # 1217    Weapons                                             Revision - Human Resources

Policy # 3217    Weapons                                             Revision - Human Resources

Policy # 4217    Weapons                                             Revision - Human Resources

Policy # 7217    Weapons                                             Revision - Human Resources

Marie Whelan, Chief Human Resources Officer and John Newman, Chief of Security and Emergency Management highlighted the following changes:

  • The word weapon changed to firearm
  • Update due to statute F.S. 790 – this will allow guardian employees to carry a firearm on campus

Recommendation to move forward with this policy

  • Member Gray had a previous commitment and asked that her items not be discussed during this workshop and requested they be brought to a future workshop.
  • Snively suggested we have a policy cycle every quarter, instead of twice per year.
  • Mr. Porter indicated the following policies would not be discussed at today’s workshop:
    • Policy # 2410    Special Services
    • Policy # 3123    Financial Incentives
    • Policy # 5415    Middle School Graduation Plan
    • Policy # 8600    Transportation
    • Policy # 9800    Charter Schools

Policy # 2411    School Counseling Services               Revision - Members Snively and Gray

Rationale by Member Snively – Counselors are asked to do things besides counsel students. 

  • Work with legislators to lessen the requirements for counselors
  • Supply and demand of our counselors is not where it needs to be
  • Suggest leaving the number of students out of the phrase when rewording
  • What is in the job description besides counseling?
  • Incentive program asking teachers to step outside the classroom
  • Consider outsourcing testing and transcript auditing
  • Consider an academic advisor

Recommendation to reword and bring this policy back to the Board

Policy # 2900    Mascots                                               New policy - Member Snively

Rationale by Member Snively- After the last round of mascot changes the public held the Board accountable. 

  • Superintendent staff to make the recommendation and Board votes for the final decision.
  • Educate the public procedure versus creating policy
  • Staff needs to bring community feedback to the board
  • This could be an item on the consent agenda does not need to be a conversation
  • Board wants to be careful and not get into day-to-day operation of the District
  • Mascots build culture of the schools and is not a common occurrence
  • Needs to align with the Diversity policy

Recommendation to move forward with this policy.

Policy # 5111.01 Homeless Students               Revision - Academic Support and Federal Programs

Myrna Hogue, Supervisor of Social Work Services

  • Nothing changed in this policy, updated and defined homeless students
  • Be specific as to has access to homeless student’s information

Recommendation to move forward with this policy.

Policy # 5517.01 Bullying and Harassment                  Revision – Administration

Dr. Kim Moore, Director of Administration

  • Parent notification and verification of receipt

Recommendation to move forward with this policy

Policy # 5845    Student Performance Activities                       Revision - Member Stuart

  • This is a very specific procedure
  • Use language from guidebook
  • Bring back to the Board an amended policy
  • Be sure this policy is communicated to all who need it, not just athletics

Recommendation to tighten the language on this policy and bring back to the Board.

Mr. Porter suggested we hear and discuss another couple of policies; Chair Shamburger will work with staff to schedule another workshop to hear Ms. Gray’s policies, in addition to any policy not addressed at this workshop, and any revisions made by that time.  We will move forward with any policies discussed and approved today.

Policy # 6320    Procurement                                       Revision - Business Services

  • No comments by the Board

Recommendation to move forward with this policy

Policy # 6550    Travel and Per Diem                            Revision - Member Stuart

  • Suggested that emergency travel should not exceed $2,000.00 and will be placed on the agenda for the meeting immediately following.
  • No additional comments

Recommendation to move forward with this policy

Policy # 7250    Commemoration of School Facilities Revision - Members Hahn and Snively

Member Snively – Rationale – Tighten up the process

  • Currently no application process
  • Letters to Board Members from community as to why you feel strongly about the name requested
  • Only submit to the Board what fits the policy
  • Workshop the naming of a school prior to recommendation to the Board
  • This is intended for future school naming

Policy # 8500    Student Nutrition Services                  Revision - Member Snively

 

  • Use food to help those families who need assistance, instead of throwing it away

Recommendation to move forward with this policy

Policy # 8810    The American Flag                  Revision - Deputy Superintendent, Instructional

Due to time, this policy was not addressed.  Will bring back to a future workshop.
