Tuesday, August 20, 2019

The School Board of Hillsborough County, Florida, met in Workshop Session Tuesday, August 20, 2019, at 10 a.m., ROSSAC in conference room 212D, 901 East Kennedy Boulevard, Tampa, with Superintendent Jeff Eakins, and Board Members Steve Cona, Lynn L. Gray, Stacy Hahn, Karen Perez, Melissa Snively, and Cindy Stuart (arrived 10:22 a.m.) present.  Vice Chair Melissa Snively presided.

Board Members absent from today’s workshop were: Tamara ShamburgeR

Approximately 10 people were in the audience, including other school district personnel.

Vice Chair Snively called the meeting to order at 10:02 a.m.

The following committee minutes were distributed to Board Members:

            August 6, 2019 – Board Legislative Committee

Superintendent Eakins updated the Board on the following items:

            #2 – Turnaround Schools
            #3 – HCPS Sponsorship
            #4 – Mental Health Plan
            #5 – Tampa Heights Rebuild
            #6 – School Board Policies (Teacher recruitment & retention)
            #8 – Comprehensive Literacy Audit
            #9 - IDEA

Workshop Topics

(1)   School Board Policies (Government Relations)

School Board members and staff will review and discuss proposed policy updates.

Kristin Davis, Department Manager, Government Relations highlighted the following proposed updates and additional policies.

The following policies from Member Gray were postponed at the July 16, 2019 workshop, due to her early departure from the workshop.

Policy #2410 – Special Services - Revision – Member Gray

  • Mr. Porter will draft a statement under mental health and be brought back to the board for approval
  • Suggestion made to check with staff to see if there are any significant updates needed and bring back to a later workshop.

Policy #3123 – Financial Incentives - New – Member Gray

  • Mr. Porter will revise verbiage and bring back to Board.

Policy #5415 – Middle School Graduation Plan – New – Member Gray

  • Mr. Porter will rewrite referencing the current state statute.

Policy #8600 – Transportation – Revision – Member Gray

  • Training bus drivers and aides in first aid and CPR.
  • State requires all employees be trained, waiting on the definition of all employees.
  • Two-mile limit is unreasonable work with Legislators.
  • Complaints are regarding hazardous walking conditions versus the distance.

There was consensus not to put in policy due to already being in administrative code

Policy #9800 – Charter Schools – Revision – Member Gray

  • Mr. Porter will make changes/updates to policy and bring back to the Board.

Policy #5845 – Member Stuart requested this item be remove from the current policy cycle.

Mr. Porter reminded the Board they cannot make substantive changes at the hearing to approve, changes should be made at the workshop.
