The School Board of Hillsborough County, Florida, met in a workshop session Thursday, August 15, 2019, at 10 a.m., in the School Board Auditorium, 901 East Kennedy Boulevard, Tampa, with Superintendent Jeff Eakins, and Board Members Steve Cona, Lynn Gray, Stacy Hahn, Karen Perez, Tamara Shamburger, Melissa Snively and Cindy Stuart present.  Chair Tamara Shamburger presided.

Call to Order:  Meeting called to order at 10:02 a.m.


School Board members introduced themselves and the following Ray & Associates, Inc. representatives.

Review and Discuss the Process for the Superintendent Search (Human Resources Division)


This workshop was held to provide the Board an opportunity to discuss the timeline of hiring the new Superintendent and receive feedback on their role in the process from Ray & Associates, Inc.


  • What will the timeline look like for the Superintendent Search?
    • Two timelines were provided to submit Superintendent finalists
      • Option A – ending week of December 2nd
      • Option B – ending week of January 20th
    • Superintendent Search will not impact the school year calendar
    • Stability is critical for a smooth transition
    • Typical negotiation time for offer period of incoming Superintendent is one week
    • Request incoming Superintendent to begin working with current Superintendent in March
    • 10/12 finalists may be provided to School Board
    • Moving expenses are generally paid by the School Board with three quotes provided
    • What recruiting efforts will be in place
      • Average placement is 7 ½ years
      • Timeline and advertising options (run 30 or 60 days)
      • What will Ray & Associates be actively doing to recruit applicants?
      • Will build profile after meeting with School Board members and constituents
      • Will target State and National conventions
      • Online survey will be provided to constituents on HCPS website
      • What is the expense of advertising for Superintendent? 
      • Stakeholder input is valuable
  • Majority of School Board members in agreement to Option B Timeline
  • How will non-traditional candidates be recruited?
  • Transition of incoming Superintendent timeline
    • Identify Superintendent
    • Transition of outgoing and incoming Superintendent
    • Statutorily only one Superintendent can be appointed.
    • Incoming Superintendent can be placed on a consultant contract
    • Ray & Associates requests incoming Superintendent to not make major changes within 6 months to a year
  • Can School Board members provide names to Ray & Associates of potential interests?
  • Job will post for 60 days
  • Candidates must submit all required materials by the deadline (December 11, 2019)  
  • Where do you go to search for hybrid candidate?  Advertise with Sherm?  HR candidates? 10:51 p.m.
  • Outside of scope of contract of 45000 is advertising and moving expenses
  • Community engagement
    • Begins September 18 – 20, 2019
    • Flexible hours for constituent forums
    • Constituent Groups:  Chambers of Commerce, Rotaries, Kiwanis, Realtors, Builder’s Association, Teachers, Political Leaders, Current Stakeholders & Business Partners, Employees, Magnet School Leaders, Principals, Charter School Organizations, Churches, Community Clubs, PTA, Faith Based Communities
  • School Board members will have one on one meetings with Ray & Associates to provide needs in a Superintendent
  • Ray & Associates discourages School Board members from attending townhalls/forums. 
  • Internal candidates will go through the same process as external candidates
  • Salary should average $300,000
    • Average salaries were provided
  • How does Ray & Associate plan to evaluate vet the candidates?
    • Goes beyond a reference check
    • Will check with state that candidate is in good standing
    • Board members will complete matrix once candidates are provided
    • Group process interviews and individual interviews
    • January 13th will be first round of interviews
    • Ray & Associates will provide top 12 and board decides on January 6th which candidates to interview
  • Superintendent job description last updated 2006
  • Does School Board need to have input in updated job description?
  • When will position be advertised?  September 16, 2019
