The School Board of Hillsborough County, Florida, met in Workshop Session Tuesday, September 10, 2019, at 10 a.m., ROSSAC in School Board Auditorium, 901 East Kennedy Boulevard, Tampa, with Superintendent Jeff Eakins, and Board Members Steve Cona, Lynn L. Gray, Stacy Hahn, Karen Perez, Tamara P. Shamburger, Melissa Snively, and Cindy Stuart present.  Chair Tamara Shamburger presided.

Chair Shamburger called the meeting to order at 10 a.m.

Suspended Agenda
Superintendent Eakins reviewed all items on the suspended agenda. Information provided to Board Members electronically on Monday and a hard copy at the dais.

Workshop Topics
(1)   Achievement Schools Workshop

This workshop was held to provide results after one year of implementation of the Achievement Schools model and updates on 2019/2020 plans.

Superintendent Eakins made brief comments and indicated staff will be providing a very comprehensive update. Encouraged board members to visit schools.

Tricia McManus, Assistant Superintendent, Leadership Professional Development and School Transformation began the presentation with a PowerPoint presentation highlighting:

  • Achievement School, Vision, Goals, and School Transformation Models
  • Overarching goals
  • First year results
  • Projected results thru 2021
  • Achievement school that have come out of turnaround

Achievement Schools Report 2018/2019
The Achievement Schools Leadership Team provided information on:

  • Leadership
    • Partnership with University of Virginia (UVA)
    • Principals and district leaders attend Shepherd Summit and District Summer Boot Camp
    • School Readiness Assessment and 90-Day Plan
    • Turnaround Leadership Pathways
    • Four schools converted to Community Schools
  • Talent Development
    • Launched the Spark incentive program
  • Instructional Infrastructure
    • 18 schools improved their grade by one letter grade
    • Support provided for Achievement Schools through:
      • Visible Learning for Literacy
      • Doug Fisher Visible Learning Super Saturdays and hands-on coaching
      • Marzano Academies
        • Schools of innovation focusing on academics and social emotional skills
        • Building proficiency scales and building common assessments
      • Use of i-Ready
  • Culture
    • Improved student attendance
    • Decreased suspensions
    • Launched "Leader in Me”
    • Positive behavior supports
    • Positive Behavior Interventions and Support model
    • Quarterly Newsletters
    • Videos "Why#WeAchieveTogether”
    • Achievement Schools webpage
    • Engage staff and community and gathered support and feedback through our Stakeholder Advisory Group, Parent Focus Group and Teacher Advisory Group

Discussion:

  • Articulation with childcare facilities
  • School success relies on community and parent involvement
  • Would like to see a parent and community liaison in every school
  • Would like to see a link on our website so parents would have access to highly qualified childcare sites
  • Powerful initiative would be to have declining schools working along-side successful schools
  • Would like to see a time schedule for phonics implementation
  • Conditions of school building will effects the test scores of students
  • Important that Board Members have material to review ahead of time
  • What are we doing to help the 12 schools that dropped?
  • Pulling support from the schools is not helping them
  • A question to our candidate for Superintendent should be "What are your plans for turning around our Achievement Schools?”
  • Member Cona is fully invested in this plan for one more year
  • Every "C” school should be considered a fragile school
  • Some of these schools, the school is the community
  • Give this plan one more year, if it does not work, we need to think outside of the box.
  • Put all options on the table.
  • Charter schools will continue to move in and take our best students
  • We have the lowest performing school in the state
  • Teachers and leadership teams are working hard
  • What is the root cause or missing link?
    • Do we have the right people in the right place?
    • Do we have the right curriculum?
  • Turning these schools around is hard work
  • Did not hear information regarding community schools today
  • We continue to group these schools together.
  • How much money have we spent on all 50 schools in the last year?
    • What worked and what did not work?
    • School by school – up to this point?
    • Evaluation – did the dollars work?
  • Request has been made for detailed accounting of each Achievement School

(2)   External Operator Workshop
This workshop will provide results after one year of implementation of the Achievement Schools model and updates on 2019/2020 plans.

Chair Shamburger apologized to the external operator attendees and presenters for not having enough time for their presentation and will have someone reach out to reschedule.
