0120 - Powers, Ethics, and Responsibilities


Management, Control, Operation, Administration, and Supervision of District School System


The District school system is part of the State system of public education. All actions of District school officials shall be consistent and in harmony with State laws, rules, and standards.


The Board shall control and supervise all public schools within the District.


Responsibility for the administration and management of the schools and for the supervision of instruction in the District is vested in the Superintendent as the secretary and executive officer of the Board.

Responsibilities and Authority of the Board


The Board, acting as a legislative body, shall exercise all powers and perform all duties conferred upon it by Florida statutes.

Individual Board Members


Although Board members as individuals do not separately possess the legislative authority that resides in the Board or the administrative authority conferred upon the Superintendent, each individual Board member represents the entire District rather than a member residence area. As individual members, Board members interact with, and advocate on behalf of, their constituents including students, parents, employees, and members of the community.


Board and Staff Communications


The Board wishes to maintain open channels of communication between the Board and its individual members and the District staff. Therefore, the Board and Superintendent shall agree on procedures to facilitate such communication. Employees of the Board are responsible through the Superintendent to the Board as an entity and not to individual Board members.


Communication between staff and individual Board members will occur primarily when the Board member seeks information related to District operations or wishes to observe some aspect of those operations. When communicating with an individual member of the staff, the Board member will act to ensure that the Board member's statements are not taken as an expression of the opinion or direction of the Board, other Board members, or the Superintendent. Staff members are at all times free to appeal to Board members regarding matters of public concern and to report and provide information to Board members regarding perceived illegality, wrongdoing, or waste.


Recognizing that Board members hold themselves and staff to high standards, Board members will exercise care not to deprive other Board members of their rights to agree or disagree, or to express their opinions.


When a Board member communicates with staff or any other person, the Board member will, as soon as practicable, refer to the Superintendent any matters disclosed in the communication that require administrative action.


When a staff member receives information that reveals a possible violation of law, rule, or regulation, or mismanagement, malfeasance, misfeasance, waste of public funds, or neglect of duty, the Board member will immediately use the whistleblower complaint procedure set forth in policy.





Board members shall obtain and abide by the Code of Ethics for Public Officers and Employees.
